On September 27, 2016 the Board of Directors of the Los Osos Community Services District (LOCSD) adopted a proclamation honoring Peter Kampa and his firm, Kampa Community Solutions LLC for their efforts in placing the district back on a solid financial footing. “Within a period of six months of assignment, Kampa and his firm provided the LOCSD Board with the strategy, policies, procedures and leadership to guide the LOCSD from a bankruptcy and a qualified audit, to financial stability” stated Jon Erik Storm, Board Vice President. “Kampa’s special district experience and associated financial acumen was of great benefit to this district, as we can now focus on achieving our community’s sustainable water goals”.
I really knew we had the right experiences to take on this district and move it quickly in the right direction. LOCSD had previously been through 14 General Managers in 18 years, multiple long term legal issues, an $85 million wastewater project taken away by the state legislature and given to the county for completion; a move that ultimately sent the District into bankruptcy and a decade of turmoil.
We are proud of our accomplishments in Los Osos and believe they are now ready to move forward with critical improvements to their water system and continuing to enhance fire protection services throughout the region.
